This investigation started after a member of the Montebello City Council complained to federal authorities about how the city was spending federal housing funds.  In April 2011, the US Department of Housing and Urban development announced it had begun a criminal investigation, and a few days later the District Attorney’s Office announced its own investigation.  The investigation focused initially on two bank accounts controlled by the City that were allegedly off the books, and which had paid out $1 million or more in public money.

In September 2011, an audit by the state controller found that Montebello had misspent $31 million.

To date, no charges have been filed in this case, but the matter is presumably still under investigation.
